Sign up to “Go Paperless”
**NEW**
Please email the Water Department to enroll in paperless billing, please provide your water account number and address of the property you wish to enroll in paperless billing. You also have the option to still receive a printed copy as well. Email: waterdept@village.massena.ny.us
Drop Box
The easiest and most convenient is the drop box located in front of the Town Hall. Since there are several drop boxes located next to the steps, please make sure you place your water bill payment in the Village box so that the posting of your payment will not be delayed. Payments put in the box on the due date will be credited with that day's date and will not be considered a late payment. We recommend paying by check or money order when using this method of payment. Anything put in the box after 8:00 a.m. the day after the due date will be assessed a late fee. This fee will not be removed.

Pay by Automatic Direct Debit
The Village of Massena is pleased to offer the Automatic Direct Debit Plan! Now you can have your water bill deducted from your checking account automatically. Forget about check writing, stamps, mailing and due dates.
Please complete the enrollment form below, include a BLANK, VOIDED CHECK and return to the Water Department at 60 Main St. or place it in our night drop box located at the Town Hall.
Even though payments will be deducted from your account, you will still receive your regular bi-monthly or monthly bill. You will have at least 10 days to review your bill and call us before your account will be debited. Once you have signed up, your bill will say “DIRECT DEBIT - DO NOT PAY”. The payment will be withdrawn from my bank account on the 25th of each billing month.
Please notify the Water Department if you change banks or checking accounts or want to cancel this service. If you decided to change banks, or would like a different bank account debited, you will need to fill out another enrollment form and provide a new BLANK, VOIDED CHECK.
If there are insufficient funds in your account at the time of withdrawal, you will be notified immediately. A $15.00 insufficient funds charge (NSF) will be incurred. The NSF charge, along with the amount that was scheduled to be withdrawn from your account will need to be paid immediately. Payments can be made by cash at NBT Bank or a check can be placed in our night deposit box located at the Town Hall or sent via mail. Two occurrences of insufficient funds will result in your account being dropped from the automatic debit plan.

Pay Ahead
If you want to pay ahead, simply cross out the amount due on the bill and change it to the amount you are paying. Even though you are paying ahead, you will still receive a bill. Always check the amount due in the lower right hand corner of the bill to see if you still have a credit balance. A credit balance will be indicated by a small minus sign before the amount due.
Bill Tenants
The Water Department will always bill the property owner regardless of the situation. Because unpaid water / sewer / refuse becomes a lien on the actual parcel of property, the owner is always responsible for payment. Any arrangements made with a tenant are strictly between landlord and tenant. The Village cannot put the bill in a tenant's name or mail them the bill.
High Bill / Water Leaks
If you had a leak beyond the meter you have to pay for all charges incurred for the wasted water. No exceptions are made, as this would leave the Village responsible for maintenance of private property. If the bill is exceptionally high arrangements for a payment schedule may be made.
