Filing a Personnel Complaint The Massena Police Department holds every employee accountable for their actions and requires its officers and civilian staff members to conduct themselves in the highest professional manner on and off duty. Complaints can be made in writing, email or by telephone and should be directed to that employees immediate supervisor.
