The Village of Massena shall recruit, select, advance and retain qualified employees on the basis of their ability, knowledge, and skills in accordance with the New York State Civil Service Law.

Massena’s Community
Massena is named for Andre Massena, Napoleon Bonaparte’s great general.
Massena is the center of industry and commerce in New York’s “North Country.” Located in northeastern St. Lawrence County, the community is strategically located on the Canadian border and the St. Lawrence River.
Massena is a unique community in that there are 3 rivers flowing through it. The Grasse and Racquette rivers flow to the St. Lawrence River. The St. Lawrence River forms the Town’s northern border, and also is an international border with Canada.
Massena has 3 major international industries, shopping and dining, and is a short drive from the Adirondack Mountains and foothills. Within 750 miles of Massena is 46% of the US population, and 70% of the Canadian population.
